As we all know, the rules need to be updated, but they also need to be enforced correctly,
But I'm going to talk about one at a time.

They need to be updated.
The server won't live much longer making up rules as you go, rules are getting made up randomly by admins and players and its honestly breaking the server
For example, this one was put down a while ago, but it still happened.
On westfield someone made up a rule saying "Cops cannot cuff in the VIP Homes, or players can't go in without being VIP or cops not being allowed to go in, full details don't matter too much, but it was really fucked up, a more recent one was "You can't votemute when an admin is on." That one was kind of stupid in my opinion, as some admins don't do anything when someone is breaking the rules (Unless something is done to them, which I will explain in the second thing I talk about.) Some action would need to be taken on the player that is mic spamming, chat spamming etc if an admin will not do anything, that "rule" that wasn't even a rule, and was just made up was also bad. The thing about made up rules is a lot of people on the server are young, in the age-group of 9-14, and if they're told something they will believe it, I could probably pass something around that 2500 crime meant VIP, and people would actually believe it and cops would enforce it, which is bad, honestly you should UPDATE THE RULES and also say "If it's not in the rules it's not a rule" but only AFTER you update it, so that people won't make up any bullshit rules.
Admins don't enforce rules, unless they're the ones being disrespected, cop rdmed, etc.
Take for instance the rule "Respect all players." I can go flame anyone in the chat with admins watching and have absolutely nothing happen to me, if I say one word to an admin that I could to a player just fine, they will ban/mute/gag etc. You can probably see the problem there, but just in case you don't, I'll explain.
Players can go and disrespect other players all they want without ANYTHING happening to them whatsoever, except for in cases like these:
Lets say an admin particularly hated a player, and sees the player they hate flaming someone in chat, the person that the admin doesn't like/hates will be gagged/muted.
That's a problem.
Or
Lets say a player flames a player, and the player that was just flamed, fights back and the chat becomes an all out war, nothing will happen to them whatsoever, it would take a while for them to be stopped.
That's a problem.
Or
Lets say a player disrespects an admin, MUTED/GAGGED INSTANTLY NO QUESTIONS ASKED.
That's a problem.
I'm not saying all admins do this, but a lot of them do.
Small summary for the kids reading this: Admins don't do anything to players disrespecting other players; Admins will take action if they're the ones getting disrespected.
Another thing similar to this is:
If a player gets cop rdmed, they will go tell an admin, a few of the admins will just completely ignore the player all together, lets say this admin gets cop rdmed, INSTANTLY UNEMPLOYED.
To summarize #2 completely: Admins will only take action if they're the ones getting disrespected/cop rdmed, admins will not do anything whatsoever if a player is disrespecting/cop rdming another playing.
All that is a big big big problem, and the server won't last forever in its current state.
Update the rules.
Have a talk with all your admins.
etc. etc. etc.
