Rule idea #1: Instead of allowing police officers to shoot and kill civilians who have just shot another player, instead enable them to be cuffed within 15-30 seconds after killing a player. This will in fact result in a bonus to the police officer, but also allow the often unarmed/poorly equipped player to attempt to escape the police officer. The reason I say this, is because I often see police playing favorites with whom they do-or-don't kill when it comes to who they CAN kill.
Rule Idea #2: For players who are in the bank with crime, If they do not respond/resist police efforts to move them out of the bank, simply jail them. Do not be sending them to VIP, because it's altogether possible they are tabbed out or had to do something in the real world, and simply hopped into the safe zone just in case.
Rule idea#3: Mass RDM should lead to actual admin intervention rather than just extended VIP sentences after the punished offence.
Rule idea#4: (more of a clarification of what cops can-and-can't do). It should be stated, or made a rule somewhere, that cops cannot switch from cop to rebel, or ask a rebel to lockpick a door, just to be able to arrest someone. I understand that if a cop switches to civ and lockpicks, they have to wait over a minute to switch back, but it's still very much something that should not be happening. I'm not saying i see it happen, but i've heard threats of it, and I would like to make it known I am absolutely against this kind of behavior.
