I couldn't have cared less about the report until I saw the second video. Sure, it's a joke and it happens frequently but during combat with a civilian was really just douchey. But I cannot recall it TECHNICALLY being in the rules. But why would we have to go in such specific detail? Surely there must be a better way to express it without explicitly stating. Perhaps common sense? What he did was called tagging, a player gets tagged when being shot and it slows them down to epic proportions.
