I know the guy now, and he has my genuine support as a good person. He has apologized for his behavior to many players and he's worth giving a good chance. He was going to pull down his cop app but it seems to have disappeared anyways. He wanted to start over.

This doesn't sound genuine; furthermore, a simple apology isn't going to do, no matter how persuasive. You need to actually show that you are willing to restrain yourself when it comes to mass rdm and rudeness. As I joked on the server, an apology doesn't make you Jesus Christ in 2 minutes.
