What if, Certain ranking officers can drop jail keys, and those one time use keys would be able to open jail doors, it would certainly put more of a Rebel pressure on the cops, and make it more sacrificing to die as a high ranking officer. It would also help with the massive lack of crime when cops are on, and would certainly help with the roleplay effect of the mod. Javert and me will add to this later.
