Here is what I think he is trying to say.
Instead of leaving your apartment to sell your drugs to the buyer (Trevor) you would have someone who wants to buy them come to you. But there would be a tax on this. Normally if you sell 1800 grams you get $5400, which is 3 dollars per gram. When you sold your drugs to a plyer that is using the drug buyer job, you would sell them the drugs for, lets say 2 dollars per gram. That means you would sell 1800 grams for $3600. the $3600 would come from the buyers bank / wallet and be given to the seller. The buyer would then go to the NPC buyer (Trevor) and sell the drugs to earn his money back plus the other 33% that was lost during the tax, giving the person that bought the drugs a profit of $1800 (He had to spend the $3600 to buy the grams from the original seller).
This is just what Matt is saying, I'm not supporting his idea and I'm not saying it's a bad idea, I was just clearing it up for those who didn't understand. Now I can see a pro and a con to this feature being added.

This would be splitting money up on the server. People who used this feature would be giving 33% of their money to another player so people wouldn't get as rich as faster.

YES the pro and con are the exact same thing. In some cases, people need to earn money faster (98% of the server) and in other cases some people think that certain individuals (Earth) need to be slowed down. I hold no opinion on either one.
Basically it would keep people locked up in their homes longer than they already are, so I don't think this feature will be added BUT anything can happen. Moonshade only follows the rules that she sets for herself (Except Valve likes to get involved in some cases, shutup I know)
