This is a list of things needed and things not needed for the surf rpg server so I'll break it into two sections. Il probably be updating this.
NEEDED:

Server needs to be switched from competitive to casual, to many suicides in competitive is causing people to get banned.
Spawn protection plugin. I'm sure there is a public plugin for this somewhere, 5 seconds is a good time for this. It allows people to spawn in and be able to kill anybody camping their spawn because as of right now they can spawn camp and kill you before you fully spawn in.
NOT NEEDED:
Auto BHOP. There is a rpg upgrade called long jump that pretty much allows you to bhop at the speed of light. Auto bhop doesn't stack with long jump so it won't be OP and it allows people to survive some attacks from maxed out players, since they can bhop at over 2k speed with maxed long jump.
Credits shop. You earn credits for playing on the server blah blah blah I'm sure you've seen this system on other servers. Sometimes when someone dies they can drop a model ( it can be anything really ) and you can pick it up and it can be worth like 20-30 credits or something. ( note when they drop this it doesn't come from their balance, it just spawns in). From this credits shop you can buy player skins, hats, jetpack ( I'll explain later ), replace bullet hole colors, etc etc.
JetPack. Now this is a very controversial topic. Some servers have it some don't, but it allows a player to fly for about 5-6 seconds at a time ( there is a cool down ). The plugin to add this to the credits shop is public. Of course the rpg upgrade called reduced gravity will obviously allow you to fly higher faster, but that's all part of it. I've played servers that have and don't have it, and both are fun in their own ways so its more of a preference thing.

Density

IS long jump the one where you still have to actually jump, rather then hold it down? That's the one I prefer.

Long jump is a rpg upgrade and you have to jump manually.
