I'd like to think the point of this suggestion is kinda to stop at least some of that. There is waaaaay too much RDM going on, and just killing to kill someone could be done in an area made for it, without people losing money, drugs, weapons, etc.
Idk about the weapons or drugs, but in the arena you don't get crime?? (That may reduce some rdming) (But if that works, it may work to well, and then cops can't rank up. SO for instance you could getting in only max to 1-6 players no cops and it cost 1-2 K each time you go in)
Well there are different ways of getting crime, and you can still accumulate crime by killing without RDMing, but yeah, this would definitely make it harder on cops, and there isn't much of a way around that with this. However this could be used as a way to get some money, say you put in that 1k to get into the arena and everytime you get a kill, you get their 1k, and everytime you die, they get your 1k.
