I'd say warn them, kick them if they continue to do it and if they do not listen after the kick, ban them. Players should not be allowed to spawn bots as maybe perhaps they know how to exploit the bots, if you see bots on the server also kick them please, they only cause nothing but trouble and it's really, really annoying.
