He thinks that if you kill someone and he sees it you can kill the person that killed a civillian
I see how this could be a common misconception. Most RPs allow this in HL2😃M or GMod or are a tad more strict and allow it only if it is a fellow cop.
However, the rules do state only taking action in return against yourself.

I'm sure he was trained and told, but regarding rules I feel they could be rephrased a tad better. Below explained:
Do not shoot at unless shot at first. (Doesn't mention being hit, but being shot at)
As stated above, you may only kill players who HIT you. (This line uses knifes as an example, so I am unsure if it is in regards to knives only when mentioning taking the hit first)
In my own opinion, as a suggestion, I believe cop baiting (shooting at the player, but not hitting, or your aim just sucks)
should be grounds for return fire. Waiting to take a hit from a rifle means death in some cases 😃 Just my two cents.
As for current rules I would take them more literally and assume that second line goes with the first and you must take a hit before retaliation.
Three, he thinks that if you push a cop and they fall somewhere and take damage you are allowed to kill them
I feel like this could be stated somewhere official as it is a little in the gray area. Would I? No, but technically you were trying to do harm and succeeded x)
Remember, gathering evidence is not too hard. If it is serious enough to report in your eyes get the evidence. Steam integrates screenshots at a minimum.
