Done and dusted, simple gag and mute, no need for more. Certain admins need to be more aware of problems in the server.
When I joined we had a couple of admins, clearly they did nothing to stop the situation. Harsh re-training might be considered soon. Admins should act on time and without any delay, be there where there are any problems to solve them asap. Anyone giving shit on the server? mute/gag. Simple as that, don't warn, they know the rules.
