Question about getting cop back

Hi, just a question about applying for cop, i have an application here

from quite some time ago when i played more actively. Unfortunately, i dont remember the login and stuff for the old account, but I have a new account now. Curious if I need to apply again, or need to get 30 hours on my new account before getting cop or applying for cop again, any info would help

30 hours was the required hours for back then to get cop, i don't know if it has changed now; I just want to know if I can get it back or if I need to restart since its a new steam account, that's all 🙂
