So recently I can only sell cacti worth 1800g(6 cacti) or $3600 and not $5600, it's standard price...

This was an intended change to make drug dealer not as superior compared to other jobs and to encourage people to try other jobs to earn money. Drug dealer had a slight price buff this morning though to even out the numbers a bit. If you cannot talk to the job changer just try restarting your game, or you can do /info (name) if restarting your game did not fix the issue to view how much xp you have accumulated as a cop.
